TB escape hospital

I am Firefighter for Payne Springs. Today I read a headline A rare form of highly contagious TB was identified in a California Hospital the man escapes the hospital and is now in general public. Until he is found he is now exposing every person he crosses. He is an illegal in our country. With that being said how big of an outbreak of these types of diseases will it take for people to start enforcing border laws and following our laws that are designed to protect the General population from these types of events?
