-Our law enforcement and criminal justice system across the state must be equipped to tackle drug cartels, gang-related activity, and other similar threats.
-The Criminal Justice System must be properly equipped to deal with the unique challenges posed by drug cartels, human traffickers, gang-related crime, and spillover crime in border areas.
-Texas must determine how best to deal with the problem of criminal gang elements gaining power within state prisons.
-More broadly, Texas is threatened by a rash of organized crime action on the part of gangs and Mexican drug cartels (and their local affiliates). Texas must determine how best to prosecute, penalize, and break up these forces to restore true security to all Texas citizens.
