Believe a compact among the States of Texas, New Mexico, Oklahoma, Colorado, Kansas and Nebraska to help jointly manage the Ogalala aquifer, promote water conservation measures and even provide incentives for long-term, measurable reductions in groundwater consumption would help sustain agriculture in the high plains regions of these States.
Having worked in the panhandle of Texas and Oklahoma as well as NE New Mexico, SW Kansas and SE Colorado, I believe joining the existing resources to help enhance conservation measures will benefit both ground water consumption and surface water quality.
