    This may be a little off topic, but I am increasingly concerned about methods of finance in some state agency appropriations and I have one specific example related to motorcycle safety. Since 2004 the state appropriation to support motorcycle safety has decreased 59% while motorcycle traffic fatalities continue to climb. Texas leads the US in the number of motorcycle fatalities and there is a dedicated fund to work toward motorcycle safety and education. However, this fund, which is generated by the issuance of motorcycle licenses has not been used in over 10 years. Like so many other dedicated fund accounts it is used to certify the budget rather than its intended purpose. The problem is that because general revenue is used to fund the DPS motorcycle safety unit, the agency routinely redirects moneys appropriated to this small unit and severely curtails its effectiveness. Motorcyclists in Texas would like to see more transparency in these appropriations and return dedicated funds to their intended purpose.
