There are many forms of financial aid available to people of low income. Set a maximum Lifetime limit of 24 months of welfare. It would be better if it was National to eliminate state hoppers who move to obtain benefits. Two years is an ample amount of time to get yourself ready for the workplace. If people know they are limited on assistance I think they would be better motivated to work towards sustainability. It would reduce our debt substantially
